Even in Frost, I can just run over to the highway west of Lexington, take the elevator up, and get a free suit of t-45 with a fusion core inside. Some Assembly Required (Power Armor Overhaul): Power armor is gamebreaking. With these changes, your experience will immediately begin to resemble Frost. Leave EXP settings, legendary chances, and other options alone, IMO. Careful with default carry weight, or you'll find yourself overencumbered in Vault 111, instead mess with per-strength carry weight. I recommend you set incoming damage to 200%-300%, outgoing damage to 200%-300%, set all ammo, chem and caps loot to %75 of normal, make lockpicking more difficult at the level of your choosing (careful, it gets real hard real fast), reduce HP scaling significantly (including enemy HP), reduce the sneak attack multiplier, make stealth less effective, increase power armor fusion core drain, increase radiation damage, and make the AI more difficult. During the installation process, you will be given the option to choose your own settings, or go with presets: choose your own settings.

Rebalancer - Gameplay Balance Centre: This mod will provide you with many, many options to tweak difficulty in Fallout 4, and is a godsend for making the experience more challenging. Rebalancer is the core of this setup, and strictly speaking the only necessary one, but the others augment the experience. These are the heart of getting Frost's difficulty in the Vanilla game.

It's not as scary as it looks, I promise. (Optional) FO4Edit: If you plan to use my environmental mod recommendations at the end of this post, you will need FO4Edit to make a very easy and visually helpful change. Except in specific circumstances (see Scorched Earth and Vivid below), use the order it provides you with.

Whenever you add new mods, run LOOT and make sure the load order for your mods is correct. LOOT - Load Order Optimisation Tool: Don't be fooled that it's on NMM's Skyrim SE page, LOOT works for Fallout 4 as well. NMM is simple to use and install: just look for Gopher's youtube channel for tutorials.

All links in this guide are set to NMM, so make of that what you will. Nexus Mod Manager: I use NMM, other people use other mod managers. They make life much easier, so that even a fool like me can mod reliably: It should go without saying, but the following tools are needed, or commonly used, for modding.
